U.S. Food & Drug Administration
The regulatory arm of this federal agency was under intense public scrutiny to reposition itself in light of new global realities. Funding challenges and the political environment had pitted field staff against leadership. Trust was low. Congress was asking for a strategic plan that the agency as a whole could stand behind.
Insyte led a strategic planning process that put a premium on public transparency and employee engagement. We ensured that the new direction drew on insights from front lines, the scientific community and political realities.
In less than six months, through a series of three 3-day whole system meetings, with work in between, the agency had a strategic plan that was adopted by the commissioner, approved by congressional oversight committees and backed by the entire agency—leadership and front lines. It serves as a guiding document today to modernize the regulatory function and unify the agency.
